26 is the lowest you can get before the soiree. By the time the soiree is done and you can report back to the gambler, you will be at 20.

It goes down after you finish the infiltration.

In Belihaven - merchant smth(square?) just outside of guard building with bounty npc . I think he's only during the night

Depend on how often you're doing your election activities like debate with candidates, take up requests.. mine is 26 by the time of the soiree.

Yeah that is the first time but after that you can bet on yourself again. I think it's either 6-10 or top 5 but which one is it?

I'm on day 8/26 and the guy still there, asking for my second bet. Nobody knows what to bet?

Also rank 26 is super easy to get and you cannot get any lower before soiree regardless how many ranking activities you do. You will always end rank 20 for the first bet.

Kinda hard to say what second bet ends like if there is a hard cap again.

He's there for me though I'm playing PS5 version, and I visited on 8/19 to collect my winnings, now I'm trying to figure out what the next thing to bet on it but then again even if you lose the most you lose is 15k which is so easy to rack up at this point in the game.
