You might only be able to see him shortly after the soiree. I can't find him anywhere near where he was where I found him originally. I even checked at night and I can't find him. Must be a time limit or something. Bummer I put 15k on 20-11.

Can confirm as others have said, it's like 8/30 for me and he's here. But what others haven't said is that while he only appears at night outside of the recruitment center, he WON'T appear in inclement weather. So if it's raining at night there he won't show up.

For the 2nd time with a 9/5 deadline, pick Top 5. Doing everything, the highest you can get by the deadline is rank 9, but then after story events you break top 5. And you can't interact with him again until after those events. Horribly misleading because you technically were not top 5 by 9/5, only in the events after, and I just lost 15k on that technicality. Don't make the same mistake as me.

I chose top 5 the second time and it was wrong even if after the story quest you are 5th and before you are capped so I think 6-10 was the correct answer.

Edit: Ok, I tried to do two times with different saves,

In the first one I finished all the quests in time and I got rank 5, then rank 3, so the answer was TOP 5.

The second time I did without finishing all the quests, just the ones to unlock the bounds. I got rank 5. The answer is the same TOP 5.

For the second deadline (9/5), it's not top 5 at all. I should have choosen 6-10 instead.

I chose 6-10 and that was wrong, too. Everyone I've seen post their options have said they were wrong, so I wonder if it's bugged?

For anyone reading here lost as I was, the answer is probably "IT DEPENDS". There is NO set answer for the second time you visit.

All "gaming journalist" articles out there will swear it's 6-10, and I picked as such - and I lost the bet.

This probably depends on how you play/schedule. If you play "hardcore-ish", you do all quests, optimize as much as possible and get many of your bonds to Rank 8 (which give you a big follower boost), you might probably end up to Rank 9 (seems locked) and then to Rank 5.

if you skip some quests, do your royal virtues instead of bonds, etc, you might end 6 to 8.

So this is unconfirmed since there aren't really in-depth guides out there (missing some 100% maxed guides like Personas) but based on my experience:

- If you play more casually/normally, PICK 6-10
- If you play more hardcoreish, PICK TOP 5.

I will try again in NG+ where I can dedicate more time to Bonds and this time will pick TOP 5, will report here.

AND never trust game journalists...

I hit the limit for the rank that time before the story section and chose 6-10 and was wrong. If I do NG+, I'll choose top 5 and see what happens that time around.
