Let's be real here: I'd be shocked if the system wouldn't work like this. If you are engaging, you'll spend ressources (some MP and some HP) and it takes longer so yeah, you will loose out on some exp by dealing with them right there on the map, but you'll get stuff exp and other battle rewards very fast. This is an overhauled system that was present in P5 (Riyujis conf.) and I really liked the way it worked.
It also makes it so that you can easily explore a dungeon later in the story (when you're above those monsters in terms of strength) free of annoying fast/unrewarding encounters. And if you still want their full rewards ... well you can always engage ;-) Best of both worlds.
