Inherited Skills in NG+

As far as I understood it, Archetypes need to be unlocked again in NG+ because Bonds do not carry over, but you keep their progress. How about inherited skills:
Do unlocked inherited skills carry over into NG+?
Can I use unlocked inherited skills despite not having the respective Archetype unlocked yet in NG+?

You keep the Archetypes level and the inherited skills you bought, as long as you have unlocked the Archetype that you inherited the skill from.

You cannot use inherited skill from an Archetype you have not unlocked yet. That would make you overpowered as hell, while you should be overpowered already thanks to level 20 archetypes and end game equipment.
