*Yes, I know how to use gendered pronouns such as "he" and "she". I'm trying to avoid spoilers. Grammar police can go take a long walk off a short cliff.
This is false. Not only are there goats inside the town of Eht Ria, but the first time you can walk around one of the Mustari NPCs there is tending to a pair of them, and you can talk to him. Doing say has him remark that you, a foreigner, 'Must have come to steal our livestock!'
Not only are there goats on Eupha's island, in her town, at the time that we arrive, but they are closely guarded and openly spoken about by the NPCs.
It seems the game was worked on by too many intern/junior narrative designers, and they didn't double check each other's work.
I'm going to put the following in spoiler format, since it's from the last month or so of the game. Very spoilery. You have been warned.
We find out that the MC is actually the Prince's soul given life by his desperation and anxiety brought on by the curse, and that 'we' never really existed to begin with. We were 'born' only a few hours before the time we start the game on the carriage with Gallica, whose memories were altered to think we were there the whole time.
We appear, memoryless in that same field of flowers from the cutscene you mentioned. In the scene that details our spontaneous formation, we see the Prince being taken into the Elda Sanctum as he collapses from the curse spreading across his chest. In the scene you mention, it is very likely that is either a false memory implanted by benefactor or a sort of 'internalized fantasy' of the original Prince thinking of an alter ego of himself as he reads the book.
At any rate, it is possible to explain that scene in universe, occuring before the effects of the Curse were fully known and before he collapsed fully... but if you can't read that above spoiler I can't say more.
I just handwaved it as that the Mustari aren't bound to one helmet for life, particularly for hygiene reasons. The helmet shattering is symbolic but doesn't mean that all helmets shattered at the same time.
Quit ruining my indignant huff with rational logic! 😤
