Modern Persona delivers a more pop vibe with the battle themes, so if thats what you're into then that's what you're into. No hate or anything, just different strokes for different folks as it's always been.
That being said, it's a very different kind of soundtrack to Persona, Persona's soundtrack is all about you taking notice and doing your Moe Szyslak dance moves to it, whereas Metaphor's is a lot more aimed at being in the background to your actions I feel.
So I wouldn't call it weak exactly, just a different aim for a different game.
(edit - though I do love the occasional bops like Mayo's link above too!)
I've really enjoyed it personally. The only other one I really liked was the jazzy tone set by P5.

Personally, I'm a fan. "Boss Theme 2", the one that plays in mid-boss battles, is absolute heat. 🔥
