First thing to try is updating your graphics driver. If you're already on the latest driver, you could try using DDU (Display Driver Uninstaller) and following the steps carefully to fully remove and reinstall the drivers, but it's probably unnecessary.
If it's not the drivers, it's probably the power supply. Demanding (or poorly optimized/freshly released) games need more power than others. If the GPU is diverting power to finish its processes, then it's not receiving enough. This only applies if the monitor is connected through the GPU, of course.
If it's not connected through the GPU, but rather the Motherboard, it may be a resizeable BAR issue. In that case you'll need to read on your board's documentation to see if it can be adjusted in the BIOS.
