Unable to complete Turmoil Quest

I unable to turn in the quest of More's task where he asks for the general archetype to level 15.
I tried to turn it in as soon as I obtained it since I already unlocked the general and had enough consumables.
Now I upgraded mine to level 16 thinking that changing the level would maybe trigger it again.

I just arrived at the coastal city, maybe I need to wait some more before I can turn it in.

I also tried leveling up the general archetype on another character but still no changes, I am unable to turn in the quest.

Just to confirm, it's the Adept level General and not the basic Commander one, right?

Ah, that might be it, I only have the basic one for the moment

You need the next level General. Not the Commander archetype. Next of that is.
