If SEGA wants my money, even as a small bonus, they cater to the consumer and not the other way around.
Denuvo has never stopped people from stealing games, but it makes it a more time consuming and inconvenient process.
Beyond that, it's a legal issue. In order to keep an IP you have to actively protect it from copyright theft. They have to at least create the appearance that they're trying to prevent copyright theft or they lose legal claim on their intellectual property; it's just how copyright law works.
