What does Chain of Bonds actually do?
The flavor text says "Eases conditions on skills that require multiple members of the same archetype."

Does that mean the "Increases <something> by 10%, further increases if more members of the same archetype are present" passive go to their full potential?

IIRC it makes so you only need two characters with same Archetype "Lineage" to get the full buff for the equipping character.

Neat. So does that mean it goes from 10% to 40% with two characters? Or does it double the benefit off the bat (i.e. from 20% to 40%)?

Just ran into this myself and couldn't find an answer so I'm doing some testing.

Conclusion: 1 character with Chain of Bonds does nothing. 2 characters with Chain of Bonds gives the same benefit as 4 without. 3 or 4 characters with Chain of Bonds does not increase the boost beyond the cap of 2 with or 4 without.

It could be useful in certain situations if you want or need different Archetypes. If there is an accessory that boosts your damage type, it will almost certainly overshadow the benefits of Chain of Bonds. Overlord's Sash or Gambler's Manual for applicable synergies will do multiple times more damage.
