We're not going to know that until data diggers crack into the code or do very extensive statistical testing.
From my experience, LUCK at max level does appreciably boost crit rates for skills that can crit; this combos with the "all Merchant, all Almighty" meta since those gold physical attack skills already have a boosted base crit chance so you'll always be doing boosted damage and taking only half a press turn.

One dungeon in particular you can make 30k in about 30 seconds because there's a big pack of enemies near a checkpoint and you get 1k gold per enemy at 99 luck.
