at this time no they said several times very unlikely that it will ever have it. They said cost of adding it and risk of cheating to great.

As Mecha has said, the developers have stated that its not something they can implement easily without re-writing their platform and as such have decided to not include something like steam workshop functionality for UGC.

Sad, I know, but its the unfortunate thing we have to endure. :(

Seriously, how would being able to create your own levels enable people to cheat? I see the point with mods, OK, but I think it's a bad excuse because they want to sell DLC. Even old games like Quake and Quake3 had mods and level editors and were extremly popular multiplayer games. If they wrote their code without a modding API - OK. But come on, give us a level editor... I'll wait for a better priced sale now. :( 30,- for something I can create levels for (which is important for me for this kind of game) is more than I like to spend, especially without having played it before.

You could cheat by constructing a level that had enemies without ranged attack stuck behind a waist high wall, or a simple 1 Karma run that had you literally walk 4 steps to push a button Things like that.

I'm not entirely sure how strongly I feel about cutting off UCG just to keep people from gaming the system, (if only because the people who really want to do that will likely find ways to do it and as long as their piss doesn't get in my pool, that might be okay?) but I can certainly understand the designers wanting to keep a handle on player progression in that fashion.
