It's already in the game.
To copy traffic lights: Click and drag from a tile with a traffic light on it, on to another tile with either a sign or a traffic light on it.
To rotate the phasing: While the traffic wheel is up, use the scroll wheel or the I and O keys to rotate the phases.
I'll try to make this clearer in the tutorial.
I'm bad at making tutorials :( In previous versions there was a much more in-depth tutorial but it was too word heavy and too long so I redesigned it to be much shorter.
I'll try to improve this again. Was there anything else you feel like the tutorial didn't do a good enough job of teaching you?

Tutorials are hard! I think you've done very well.
Perhaps pinning the help text (on the tutorial and/or under a help menu) would be beneficial to allow us to refer back when we forget / realise we didn't actually understand.
Currently you can play through the tutorial level again to see the help text, but it can be awkward to find the exact text you are looking for, especially if you're not sure where it triggers or don't know the specific info is there.
I agree. I'm thinking of just having help text from the tutorial re-appear in the early levels. So for example on Cross or Priorities have the text box explaining the copy/rotate feature on screen the whole level
That's a very good idea, I don't know why I decided to have white text boxes everywhere...
