The usual recommendation is to pick the theater and era that is the most interest to you. So, I recommend thinking about what you want to play and learn about.
If I was coming at this from zero I would probably start with Cold War. It's the time range I have a little familiarity with and some connection to. There are plenty of Easter Front fans and for them they would pick Red Thunder. Fortress Italy was a surprise to many and lots of people love it. Learning more about that theater of the war has been fun too. You cannot go wrong as long as you get a title that you are interested in.
Also you don't have to get the whole Normandy package you can just get the base game and add the other modules later.
Be prepared for a learning curve. I don't mean the UI (that too but that's just learning controls we all have to do that for every program we use) I mean tactics. You have to learn them. I mean you can have fun without doing that I suppose but the game is lots more fun if you have some idea of what to do.

Also you will want to make sure you are getting the best graphics performance since this engine is based on Open GL and pretty old. You can get much better performance with some tweaks: https://steamcommunity.com/sharedfiles/filedetails/?id=2381664432
Are you comparing Normandy Complete with Final Blitz base game? When I search Combat Mission and get a list of all of their games they all come up at 50% off. Both Normandy and Final Blitz base games are $29.99 US for the base game.
I agree with Canadian Cat, pick the era you are most interested in. If you really think Normandy is more your style you could get it now and wait for the next sale to add expansions . I would think there will be another sale again around Christmas.
For example, in my currency (BRL), the complete edition of Final Blitz is the same price as regular Normandy. So, because of that i'll go with regular Final Blitz as a entry to the series, if i really enjoy the game i'll probably buy the others during other sales
