You are looking for "Elbow Angle" slider. -100 is woman, 100 is man for obvious reasons.

still looks weird and stiff since theres barely any hip movement

Yeah for such a customization walking system it sure is hard to make an actual-good walk, and it's especially apparent on the female characters.

Try 100, -100, -100, 35

Honestly, forgetting trying to make it feminine. The walk animation is quite bad anyway.
Look at it from the side, they literally don't bend their knees at all, it's only somewhere around the hip joint which moves. It's very weird.

I don't even understand the point on tweaking posture outside of making goblins or funny Jojo walk. Most options just make the limbs super stiff, so I just keep it at default for every character.

The walk is pretty universal. I mean, whaddya want? Exaggerated, high heel, show floor walking? Does absolutely everything have to give you a chub 24/7?

Women have hip sway when they walk, even when casually walking. Show floor walking is just an extreme stiff version of that natural sway. The basic walking animation in DD2 gives me gobo/gremlin vibes lol.

Still looks like they're... trying too hard? rather than walking naturally but I would agree men and women certainly do walk differently due to, generally speaking, our different bone structure and sizes around that part of the body.

Ever seen a woman running in high heels? Not sure that would work well in the game.

Haven't seen a game with options to customize walk animation since Saints Row 2, and that was back in 2008, how have modern game developers not attempted to give us something similar in newer games?
