Kappa sidequest

the quest didnt unlock until after I unflooded the area the kappas were, is there anywhere else they spawn???

Immediately below the terminal you use for the X sidequests is an underwater area that always has Kappas.

Which terminal do you refer to?
There's two I've seen so far (besides the save points), the one at Holy Union headquarters, and the one at the Peacemakers HQ.

After the laboratory was drained, there's barely any area with water (and the one I know of has no Kappa).

If you haven't done the X sidequests, it's the path below the Leisure District (the Leisure District is where Hanzo gave you the level 1 security clearance).
