Security Guard does nothing

Of the 2 security guards, the one that stands on the left does nothing but stand there. The one on the right will be off chasing a shoplifter down the block, and there will be another shoplifter. But the guard on the left doesn't move to do anything. I have tried firing and rehiring, restarting the game, everything I can think of with the guard still not moving.
