Stockers not fully stocking shelves

Pretty self explanatory. Is there a reason why re-stocker won't fully stock some products or won't even stock some products?

So they dont run back and forth when they miss 1 item. More efficient to restock when more items miss.

they're just lazy, i get it when its during the day but before/after the shift they should stock everything
