That is kinda what workers do in a Store, no? Work?
When decorating and stuff comes, and maybe better expansions and so, maybe even best before dates and so, i think you would have lots to do still.
Trust me, i never saw someone in charge of a store just chilling all day and i worked in retail for nearly 10 Years and even in higher Positions too. There are always more than enough things to do (and yes in this game they would be needing implementation). But i dont see why this Game should not be more of a Management Game than a walking Simulator, if you prefer? Nobody hinders you to take over a register or refill shelves yourself, if you want to do it.
Always remember: If you enjoy restocking the shelves, don't hire restockers. If you prefer working at the cash register, don't hire a cashier... Your store, your rules! :-)
Hmm I am level 52 have all but the liquor license and 2 stock people and they keep up fine with stocking during the day and a few minutes at night to finish up.
Maybe the layout of your store, don't know.
