Locked Door

I am level 12, Storage open, Expanded, Door locked. Restarted, Nothing.

Buying the first storage only opens the door to the street entrance for storage. You need to upgrade to level 3 to unlock the in store entrance.

storage is located outside of the shop. When you exit the shop, go left. Its between the shop and the "hotel"
