I always run into this bug when I'm reorganizing shelves and displays by moving product around. When I do that the stockers do what you've described and stand in front of the rack with a product they want. What I THINK is happening is that the stockers remember where the old product was stored, but they are reading the contents of the new product. This catches them in a vicious cycle where they approach a shelf that has, for example, a box of orange juice on it, but they are reading a value that says that shelf holds chocolate. The stocker stands in front of what they think is a shelf of chocolate, but they cannot take any chocolate because the only product there is orange juice.
Saving the game and restarting it fixes this for me, but I've ALSO fixed it by putting the old product back on the bugged shelf so its product tag appears on it, removing that product, then CLICKING ON THE PRODUCT TAG to clear the shelf. When I do that I can put anything on that shelf again.
My theory is that putting product B on an empty shelf that previously held product A WITHOUT MANUALLY CLEARING THE PRODUCT TAG retains product A's product information but product B's quantity information, and the stocker is specifically trying to satisfy a request to restock product A, sees that product A's shelf has more than one unit of product B on it, then has a stroke when it tries to grab product A from a shelf that contains product B.
I'm still working on reproduction scenarios, as I just tried testing this with basmati rice and milk. The actual glitch DID occur, but whether I was careless or the AI acted strange there was a second basmati rice shelf on the same rack that they were fixated on. Taking that basmati rice off the shelf freed the stockers to stock other things, presumably because they now detected that the shelf they were trying to take stock from was empty. They also seemed to continue locking up trying to stock the milk, which is what I used to overwrite the basmati rice shelf. Even after clearing the shelves the milk was still bugged.
tl;dr clear your shelves of any product labels before you try to put different stock there.
