Racks are full in storage bug
So my stocker is frozen with the box in hand claiming there is no where to store back stock, only.... I have four empty racks... I have been removing tags as I go, and this only happened a few rounds with the level 2 stocker.

Did you toggle the switch to allow them to use empty racks?
Yeah if the storage-racks don't have an item sticker, they won't be able to put stuff on the shelves. This can be toggled by turning on 'use empty racks' and/or 'remove empty rack stickers'.
That one happened to me after the update, so I only have the workers use marked racks, and the rest I do myself.
i found that it quickly becomes a mess if they are allowed to start using a new shelf that is empty, i'd rather have them not do that and simply drop a box they cannot place to keep working, does not really makes sense to simply stay there forever not knowing what to do with a box

I kept getting this issue and if you run through the box and see what the product is inside and then reorder the same item and put it on rack then the restockers unfreeze.
Since then, I went on the restocker settings on the in-game computer (as others have suggested) and allowed restockers to do everything and it seems to have resolved the glitch.

I have done this and they still just stand there. ordered new supplies and they never touched it other than to put on racks. fired them, rehired them, turned on all options. they only thing they do is pick a box up off the floor and put them back on the racks in storage. not even checking empty or partial empty shelves then back to waiting outside. I even uninstalled and reinstalled the game.

After the game update there are two new restocker settings that you have to scroll down to see.. (took me a while to find that) and the default for placing stock on shop shelves (at the bottom of list) seems to have been set to off by default. Other than changing those settings.. I'm not sure.. most of the restocker glitches I've resolved by working out which 'loop' they're stuck in so which shelf/product they stopped on and and sold that whole shelf etc. bought same product anything to reset the process seems to have worked so far for me

Where do you see those settings, is it ingame on the PC or out in the menu, cause I don't have that much under gameplay in the menu ?

My stockers use empty racks when I get new produce. I haven't toggled and setting on the stockers. Look at box the stocker is holding and pull a box of the product off the rack. If that doesn't work, then firer the stocker and put the box on rack. Then hirer new stocker.

ohh, now I see them. The settings are on the Restockers card on the PC under Management > Hiring - didn't see them at first. Flipping the setting so they restock on empty shelves helped. I did not have to fire them.
