are there labels on those "empty racks" ? if so the restockers wont use them, you need to remove labels and make them "empty"

This.

For some reason the player can put stock on shelves with stock marked as zero, but the programming of the restockers is messed up and they simply "reserve" the shelf for whatever specific stock it has a label for.

yea thats why you need to remove the labels off the empty shelves then the restockers can use them. If all your shelves are full of stock and empty labels the restockers have no shelves to use.

i had the same problem when the update arrived, make sure both switches are enabled on the stockers settings, to to the computer and hiring, then the stockers have settings, make sure they are all switched to green

I had this. What helped was going to their settings and letting them "use unlabelled racks". Also make sure the empty spaces don't still have tags
