Sometimes the customer will not pay enough cash, and you are forced to accept it. That might be considered theft.

i got that feeling that i seen some "customers" just passing by checkouts without stoping and leaving my store with stolen goods

One thing that could be making them go outside is where your checkouts are placed.

Let's Game It Out on Youtube made a video where he put the checkout in some spots that caused customers to go outside. They did still pay, when he chose to check them out and not just end the day. (https://www.youtube.com/watch?v=hS2-rntbZwg)
