Turning on the lights before the day starts = price increase of bills?
While that would be very realistic, I'm not exactly sure if this is 'a reason for concern' since there currently is no way for the lights to automatically come on at night.
Anyone care to do a little research?

yes having the lights on before you open for the day does increase the bill. I actually keep the lights off permanently now since with the size of my store, it is about $50+ to run them all day. The NPCs don't care or even notice the dark so why should I waste the money?

EDIT: This is not correct as outlined below, just adding this addendum to clarify.

Yeah, that's fair. But the game gets so dark I can't see what they give me to pay. I can't even see what to scan. This is a problem.

Is there a mod for this to 'make this more fair' on the player (until the game reaches a more developed state where this feels justified)?
I would just allow my single cashier do all the work, if they were faster in scanning items. Why I feel having a mod to disable bills or disable the cost of actually being able to see what I'm doing until the game gets into a better state, is fair.
My store is only Level 12 right now.

This is false and was patched out in in update 1.0.4 which switched electric bills to be calculated only when the clock is running. Bills won't increase when you before or after the day.

I only turn the lights on around 5:30 when it's getting dark. Between the store and storage I might have 20 lights. Tried a few days with no lights at all and I only saved $15 a day.

You are correct. I just tested again to be sure and my electric bills for all day, open to end day, and open to close stayed at about $364 for each. I remember that when I tested it originally when I first got this game, that I saw some variance but maybe I messed something up then. It was awhile ago, but wrong is wrong. Thank you for the correction.
