It is possible to beat the Nosalis also to death. But not really recommended !
But to the OP: I've played the game on Normal with no melee attacks and never run ammo all the way to zero. This means in almost all sections, I've set off the alarm with the first kill and have to take out all enemies with gunplay, and still have the ammo to do it. You may be emptying clips too quickly and need to go for accuracy.
Also, remember you can pick up enemy guns and pull the clip out to stock up your own supply. Every dead enemy drops some ammo.
Once you get the crossbow, you can usually get a little more stealth done, unless the enemy is armored. (Not sure if there's a vulnerable spot, I never found one...)
