Below is a step-by-step guide to resolve language selection:

1. Before Installation:
You can choose your desired language in the Steam properties settings before starting the installation. Please note that once you begin the installation, the language setting will reset to English.

2. After Installation:
Once the game is installed, please follow these steps:

• Go to the properties settings for EA SPORTS FC 25 in Steam. Right-click on FC 25 in Steam and choose Properties
  
• Re-select your intended language.

I pre-ordered FC 25 Ultimate Edition and downloaded the game. But Turkish language doesn't exist in settings or anywhere else. Please help and fix it. Thanks.

FC 25 Turkish language support is not fixed for many users like me. The problem is not only with Steam as you said. Some FC 25s purchased from other platforms also have the same problem. Contact EA Games and request a patch, you will do it on Steam or you will get a refund for the games you sold because they have Turkish.
