How to trigger Bounty Hunting Missions?

I've finished the game completely - the only thing that's missing for 100% are some of the Bounty Hunting missions... but even though I travelled between all starting loactions where missions are left, there is still no wanted poster available for new missions.

Is there any fast / reliable method of triggering these missions?

There's an NPC who comes out and posts them. You have to wait for them to do it. They usually do it around 7 in the morning, but can post them at other times, up until 7 in the evening:
