I mean, the mod's meant to clean up the look of vanilla assets. It's not meant to overhaul the graphics like RTX Remix or something. Also, RDR1 is beloved for being the way it is, not what it "could have been".
Not everyone was a fan of RDR2's changes, so a remaster or remake incorporating them might not have been received as warmly or positively. Plus, it runs at 144 FPS. And these days, port stability and performance matters more than fancy graphics.
I think both. Since it applies to the whole game's files, regardless of what version is being played. Though I haven't played the DLC yet to see whether the new map in that one is changed like the main game (since Undead Nightmare's map is green with red hues for zombie infections).
