Ultra settings fps lag
When I set my graphics to ultra, the cutscenes work fine. The loading screens have no problems, but when I get to Blackwater station, the fps slow down to 2, and then after about 10 seconds the actual frame rate I use is restored and the game works. Do you know what causes this glitch and how I can fix it? I disabled vsync both in-game and let nvidia control pannel allow the game to use its own settings and it did not solve the issue.

It's your graphics card , you are only just above min requirements , it will never play ultra settings properly with that .

Unfortunately it's not just your GPU... that basic HDD is ok for older games or indie-like games. Your whole system is still around minimum. Going forward in the future, SSD is going to be required especially with high textures as that's what many recently released AAA games are referencing.

I would suggest to lower the settings to play the game, but take a serious look at your system for a complete overhaul (new setup) so you can budget accordingly.

RECOMMENDED:
Requires a 64-bit processor and operating system
OS: Windows 10 64-Bit
Processor: Intel® Core™ i5-8500 / AMD Ryzen 5 3500X
Memory: 8 GB RAM
Graphics: NVIDIA RTX 2070 / AMD RX 5700 XT
DirectX: Version 12
Storage: 12 GB available space
Sound Card: Direct X Compatible
Additional Notes: SSD recommended

I fixed the issue. RDR hates having the adaptive half refresh rate setting on Nvidia Control Pannel enabled. It works fine with in-game half vsync. I got a rock solid, consistent 30 fps at max settings on my rig. I can't achieve a constant 60 fps though. I certainly don't have the specs for that.
