Howdy
Your GPU might be throttling up and down due to the energy settings in the Nvidia Control Panel. Test the energy options in the Nvidia Control Panel.

Instead of adjusting the general settings, apply the changes under "Program Settings" specifically for RDR.

If you use a Bluetooth controller switch to a wired one. It improves fps.

Try turning off nVidia ReBar either in your BIOS or in nVidia Inspector for just RDR. That solved my fps issues for my 3080 Ti. I used to get low fps in towns before I disabled ReBar.

Quite frankly, your PC should own this game. It's well above the recommended specs. I don't use Nvidia Rebar, but I'm certain WallysWorld is correct. Some third party programs can cause fps issues because they overwhelm the GPU with extra feedback.

You're welcome. I myself have had problems with third party programs. Uninstallers were the worst, as I lost quite a bit of money because one of them bricked my system by deleting critical files. I have since stayed away from anything that wasn't absolutely necessary. I've not suffered such a problem for the past two years.

I have a 3080ti and also get hard fps drops in towns, never in the country. I run Afterburner and Rivatuner and it always shows that I have low GPU and CPU usage. (3080ti, i7 9700K OC'd, Samsung NVMe, and 32 GB system RAM). It feels like an optimization issue more than anything.

This must be a game engine issue. Your system should rock this game at 240 FPS on normal graphics settings.

nussy turn off rbar in nvidia profile inspector, if you dont have that installed. install it and then on the drop menu select red dead from list. find rbar and then disable it.
