Arthur as a character has not yet been created at the time of RDR development and release.

No. This game takes place well after RDR2 and there is no mention of Arthur at all, but you do meet some other members of the gang.

John does talk a bit about the gang, but not in too much detail. Everytime he does, he is uncomfortable about it and want to avoid the subject. Wants to move on.
