It was PORTED to Switch & PS4 in 2023 as you say... but it was not REMASTERED. We're getting a port of that port.
So... having particularly high system requirements for a PORT of a 2010 game is ridiculous.
Not exactly port of a port, more like one of the ports from same fork/branch.

The PC version has higher resolution (like the PS4 version did) but also newly implemented technology (FSR 3.0, DLSS 3.7 and DLSS frame generation).
For example... I don't think any of us consider GTA IV on PC a 'remaster' because it has some extra features (which we expect) on the PC version.
Remasters generally involve assets being improved (not just due to hardware tricks/features or enhanced resolutions).
Go to the very websites advertising Red Dead on Switch & PS4... it is not worded or advertised in any way shape or form as a 'remaster'.
Totally irrelevant numbers, RAM is uncompressed, storage is compressed. The more you can keep in memory, the less you need stream in and out all the time, the better the performance.
