Depends, in GTA4, if you extend the viewing distance too much then the grass/trash doesn't re-generate anymore around you because it hits the object limit. Hopefully they didn't just change a parameter for this.

It stands for Level of Detail, which reduces the poly count and detail of an object as it goes far into the distance.. some games even replace 3D models to 2D cutouts.
The LOD in GTA SA was still low. Buildings in the distance as well as the terrain was clearly very low res and low poly. The issue was the fog being removed to hide that.
We are talking about different things here. Infinite LOD means the objects maintain their poly count and quality no matter how far away they are from the player, which will avoid the classic pop up of objects that disappears in the distance or you see them changing from low poly to high poly as you get close to them.
The atmospheric fog is a different effect and that is intact in the trailer and screenshots.
i'm not a PC specialist but i studied game design for 1 year before quitting the "college".
bad move in my life.
i don't know why the hell older softwares glitch with modernized settings that much.
ps.: i feel like newer games could have more mip maps as well... they waste too much for so little.
