If it was a remake then fair enough, but it's a port of the original game. Why does it recommend a 2070 to play the game? I won't be surprised if it runs like ♥♥♥♥ with those requirements
Don't worry, the recommended GPU is probably a 1060 or 1650.
Since the gap between the GPU is way too high.
You need RTX card to use DLSS or DLAA, 2070 is entry-level RTX card, you could easily get 4K with DLSS. And since it's an old game, you might not even need DLSS, just DLAA.
