Low GPU & CPU usage
My 4080 is at 45-50% usage and cpu is 20-25% usage. I'm getting like 100 fps. Downclocking my GPU by -500mhz doesn't decrease fps at all so the game is super broken.

Average rockstar glazer. Old games have bad hardware utilisation, but this isn't an old game. Rockstar released this on PC yesterday with "enhanced features", meaning they willingly neglected to include optimisations for modern hardware.

There is a bottleneck or cpu bound in city area, low settings ultra settings 4k 2k whatever, nothinhs changes...

Yep, the game thrashes certain cores in populated areas. Terrible CPU bottlenecks which is really annoying

I get more fps in RDR2 Saint Denis than RDR1 Armadillo. Glazer's are coping. game has bad optimisation.

Cpu main thread can't be divide up evenly among the threads like the gpu can. A 14 year old game will not take advantage of 8 cores and 16 threads cpu.
Daniel's channel explains the difference between the cpu main thread from the gpu.

Op try this fix, ok for me.
I play 4k monitor, i have 4090 i7 12700kf, dlaa all settings max out 144 fps lock but in armadillo fps drop and gpu utilisation too, cpu bound ...

I tried dldsr 2.25x dlaa FG on and i have 99% utilisation gpu and 138 fps lock.

The game is more beautiful too.

even if I disable SMT and Limit the game to three physical cores using affinity it still runs like turd.

With FG I get 240fps in Armadillo but there's micro-stuttering which makes it feel like 60-80fps.

I have no stutters at all, vsync off in game and on in NVCP ?

Daniel had a developer to explain to him that NPC have to react the each other and the environment limits have much they can divide up the main thread to multiple threads. This is why NPC will commonly lowers performance in games.

The game isn’t 14 years old—it’s a modern port developed with the original source code. Therefore, performance issues can’t be excused based on its age. This isn’t the same as comparing it to a game like Crysis, which was originally built for single-threaded hardware from its era.
