That quote actually explains a lot about Dutch and his intentions. He just wanted to prolong the old days as much as he could, but it ended up destroying the gang. He knew once they all got the paid, they'd all split and go their separate ways and he'd be alone. So he strung the gang along as much as possible to live out their days as outlaws.
