Chupacabra Tips?
I've read everything online but still cant get him to spawn. Any help would be appreciated

Try riding a different horse. According to the wiki, Death can make it difficult to spawn:

Though other people report they found it on Death if you search the net. In any case, you can always switch back to Death afterwards. I personally switched to the War Horse when trying to get it to spawn, and found it in a few minutes.

It's really random. I was riding death too but I found it immediately. Finding cougars was harder.
