RDR1 does let you level up horse bonding similar to RDR2 but it's a system that mostly happens automatically the more you ride a horse.
Aside from the War Horse the best horse that wasn't DLC was the American Standardbred. Which is only found in West Elizabeth so it requires completing most of the game to unlock.
Note this is only for the base game. Undead Nightmare is vastly different as it features many more horses as well as mythical horses you can find/break.
I’m hoping someone can mod the war horse out of the game completely. And it saddens me that people who play RDR will never know what the game was originally like before the war horse dlc dumbed it down.
