Better performance tips
I have been having terrible stuttering, mainly in towns and during gun fights, As well as the occasional crashing here and there.
My specs are
RTX 3090
Intel i7 14700K
RAM 32 ddr5

cap your Refresh and that should be it. and if you can, set the cap in video cards control panel as well.

With my 12700k I get 0 stuttering, butter smooth frametime line in afterburner. Something is really off with your system.
Can you show us what kind of stuttering are you getting? Does it get better with lowering graphics settings?

I've changed it up here and there and it sits around 66 until it drops like when playing poker in Armadillo it will drop from 60 to 30 to 17. Or something like that.

Update motherboard BIOS to latest version and then set it to Intel Default Settings. Verify game files or even reinstall the game. Update display driver and leave it on default settings. Turn off as many background programs as you can before gaming. I'm playing the game fine. i7-13700, 32GB DDR5, RTX 4090, 4K 120Hz, Windows 11

Also make sure your temps are fine. I did have a single access violation crash when I let my monitor go to sleep while the game was running. It hasn't happened since. You just have to mess around until things improve.
