Disabling msi afterburner fixed the access error for me also. I then alt-tabbed out, restarted MSIAB, alt-tabbed back and continued with the game. Regarding windowed full-screen, my only 2 options are windowed or fullscreen *shrugs*.
doesn't do anything, as stated in previous posts
tried disabling steam overlay
reinstall VC and .net framework
tried to use API string from RDR2 in RDR1 options "<API>kSettingAPI_Vulkan</API>"
tried windowed mode, lower resolution
can't get anywhere, need a hotfix.
This fixed it for me as well.

I don’t have MSI afterburner or rivatuner, nothing. I even made a fresh windows account with no applications running and it still doesn’t get past the compiling shaders screen
Pretty disappointing i was looking forward to playing this on PC after 14 years..
No GPU tweak software, thus no underclock or overclock.

Should work, just doesn't.
Yep, sure sucks. waiting 14 years whats another week or so (touch wood) for a hotfix to come. I've escalated it with Rockstar and they are aware of the issue and that its not just me. Given them logs/crash dumps as well. here's hoping.
