Still the same as Daybreak and Daybreak 2. About 20% is voiced, the rest is text only.
Trails games will never have full voice acting with the budget that FALCOM has for them compared to the ton of dialog scenes.
More like 1-2 years. The only time there's ever been a three year gap was between Sky 3 and Zero. On average it's two years with the occasional one year (Sky 2 -> Sky 3, Zero -> Azure, Cold Steel 3 -> Cold Steel 4 and Kuro 1 -> Kuro 2).
The only way to get quality voice acting is if XSEED is called. And they haven't been. Which has contributed to the decline of the series, arguably.
2 NISA also voiced more dialog in Reverie to. Not as much as cold steel 1 and 2 but still a sollid 1k extra voice lines.
