I had the same issue a while ago, I think reinstalling the C++ redistributable fixed it.

-I recommend* trying this:

1. Verifying the game.
   
2. Then right click the game and type in NoStartUp and hit OK.
   
3. Then close down/exit Steam.
   
4. Then go to your install directory of the game and rename "launcher.exe" to "launcher.old".
   
5. Then rename "aomx.exe" to "launcher.exe".
   
6. Now start steam and try to play the game.

-If you are now getting the error message of missing DLL then you need to do this:

1. Install all pending Windows Updates
   
2. Go to Start – Control Panel – Windows Update
   
3. Check for updates and install all pending updates, then restart the computer.
   
4. After the restart repeat the steps above again until no more updates are available.
   
5. Download the Visual C++ Redistributable 2015: https://www.microsoft.com/en-gb/download/details.aspx?id=48145
   
6. Run the vcredist_x64.exe (64-bit) or vcredist_x86.exe (32-bit) and select Uninstall if already installed
   
7. Run the .exe again and select Install and restart the computer
