Thor in most cases. Bragi + Baldr are extremely good. Loki can be strong but relies heavily on a single strategy (Hersir raid --> get to Mythic --> Fire Giant spam). Odin is poo.

Loki if you're going to rush, otherwise Thor. Never play Odin.

As a rule, Norse are probably the worst civ right now though.

Odin isn't bad...he just doesn't have certain gimics Thor and Loki have.

Norse are just generally weak and Odin has no real bonuses to overcome that. He has strong Hill Fort units but will struggle to reach the point where he can exploit them against most gods. He has no fast Hersirs for dealing with Centaurs or Sphinxes, has no Flaming Weapons to win a FH battle against Egypt, can't compete with Greek Classical units, and will struggle against early Atlantean pressure like all Norse gods.

There is basically nothing that Odin can do that Thor can't do better - Thor even gets a hunting tech!
