2) No. It's just stupid way of coming up with unique name for basic thing common in most chinese games. It's scaling/motion value : it shows you how much % of character's attack this gun does on each shot. For shotguns damage listed is per pellet (of which there are 8 by default)
2. Interesting. I was wondering if weapons with smaller magazines (heavy pistols and that Mechanical Cop shotgun with 1 slug) are just plain the worst? Since their damage per bullet/pellet seems the same as other pistols/shotguns. Or maybe they have higher compability?
As for 6-shooters : they have higher effective range and less spread than fater firing bretheren. Not that you really should be using pistol for damage, since it is used by casters who either don't shoot at all or only shoot to get some form of cooldown mitigation (Abscontus or Agave are prime examples of that)
Mechanized Cop is basically Lionhart Fenny's gun. Her dash gives her bonus shot and if it kills, cooldown is refreshed. So in theory if you are on the roll, you never reload, if you not you reload after every shot. (not that it will ever happen outside of labyrinth or really low level missions)
