How do bulblets work?
Do they always hang around the same area or do they move? Do I have to plant bushes around where they hang out?

i have placed plants "near" them and the ones in the general area will migrate, but it doesnt seem like they move on their own accord without a closeish bush

So you pretty much have to create a path of flowers to where you want them to be then? Or do you have to plan your bulb hives around where they have spawned from the get go?
I made a dedicated area near the edge of the map with berry bushes, flowers, bulb hives and butterfly cages. So far (after a few hours) none of the bulblets have moved there and no biofuel is being created in the hives. In the meantime I decided to decorate around the houses that I have in the center of the map and now all my butterflies are migrating to that location leaving none near my berry bushes despite of there being flowers there too. So seems a bit tricky to control ( which I guess is fairly realistic :D )

Edit: So I relocated a few hives to the central part of the map, where there are lots of bulblets. Almost an hour later and still no sign of biofuel production in the hives. I noticed on other people's screenshots that apparently a bar is supposed to start filling, but no such sign of that happening here. How long does it usually take before you can click a hive to empty it? So far this is the only thing I can't seem to figure out/get to work in this game. I also tried restarting the game. Guess maybe I'll just give it another go with focus on bulb hives from the start when I move to the next map....

AHA! They HAVE TO have a berry bush nearby to actually work. Having only flowers is not enough, which is kind of weird but okay. Pretty important detail that's not clear from the description.

I think they do move, it just takes them a while. I moved my bushes to the other side of the farm recently and at first, they were still hovering where the bushes used to be, but they've now migrated to the new location. Just took a while. Or possibly, it happened on game restart. I wasn't paying close enough attention to tell. But in any case, they have relocated.

Mine refuse to migrate anywhere unless I daisy chain berry bushes from their original spawn location to where the hives are AND leave the daisy chain there for good, because every time I load the game they have reset to their original spawn location. So I can't just lure them somewhere and keep them there. Have to do it all over again every time the game starts. And leaving a daisy chain of bushes in doesn't work for me with the current set up of my farm and it's too much of a nuisance to try and rearrange everything. lol So I decided to just place hives near some spawn points in the middle of my "village". But on the next map I'm gonna decide from the get go where I want to have my hives (if I want any on that map) and then place some crop fields there (or within the 10-12 tile range), because that does indeed decide the spawn location of the bulblets (as mentioned by someone in another thread about this topic).

Oh, you don't have the bushes next to the hives? I have hives next to the bushes. They have a radius, if you hover over them. So bushes need to be within that radius since it's the hives that spawn them.

The hives definitely don't spawn any bublets for me. The first things I placed were hives and berry bushes as well as flowers, since it says that bublets collect nectar from bushes and flowers. But the flowers they completely ignore, so those I removed again. And the hives never started working, because there weren't any bublets in range. Didn't get the hives to work until I moved them near a bublet spawn AND placed a berry bush next to them. Since then I also tried daisy chaining the bushes to my original hives, which got the hives working but that only works if I leave the daisy chained berry bushes in place, since the bublets reset to their original spawn point every time I start the game. Then they have to move all the way over the hives again every time. So not worth it.

The crop fields are what spawns the bublets from what I have seen so far.
