Mr Toaster (Splunk) ignores empty spaces

I've watched Splunk stand directly on a completely empty 4x4 field for 10+ minutes and do absolutely nothing. He even just ignores single spaces for far too long. Can he please get a buff to be more efficient? I know it's a chill/slow idler, but he's hurting the economy by basically doing nothing. I want to focus on other tasks and let the game plod along at a good pace at the bottom of my screen, but I feel like I have to keep stopping to top up my crops because he isn't doing his job.

Save and load the game again

He won't fill single spots. He will only fill the field if the whole field is empty.

If he's not filling even completely empty field, reload as Alan said.

Reloading seemed to wake him up, thanks! I misunderstood a patch to be a single space, and not the entire field. I clearly have a long way to go before I can enjoy the pace of retirement haha
