Cannot build after unlocking a new area

After I unlock the second 6000 area next to the base. I cannot build on it. It keep showing red when I tried to place to move anything to that area. Anyone know what is happening?

Update: If you buy the area right of it for 18k, you can build there. But the other one is still "blocked".

I have the same error, its almost like visually it is unlocked, but the game doesn't recognise this.

So after some more playing, I have noted it only seems to be the first 6,000 plot you unlock. After unlocking the right side 6,000 plot it does not allow me to place anything there, so I purchased the 18,000 plot next to it, which I can build on. I then unlocked the left 6,000 plot and I can build on there!
