Ultima Shards

I'm up to the part where I have to locate the Ultima Shards. I spoke to the scholar and he told me of four locations where I can find them. I went north and it appears that I need the airship to access the snow tower dungeon.

Is there a particular order i must follow in obtaining the shards? should I try to get the airship first? how do i get the airship?

Also, I joined the resistance for the town of Alexandria (I forgot what it's new name is). Is that something that is supposed to be done later? The castle guards wipe me out so I assume that it must be done later.

You dont need the airship, as the airship is part of the main quest that takes place after the ultima shards quest and cant be acquired prior to this.

Hint: the ultima shard is not in the tower in the northern continent. Perhaps you should look in some cave nearby
