Not exactly mp3 quality, since most of the tracks in the game are midi. (replace the (dot) with an actual . , since Steam is filtering the link otherwise.)
And even then, if it has 256 or 320 kBit/s, you can't gain quality if you just raise the kBit/s. You can't create new information if there was none beforehand.
As Narmy said, most music in this game are .midi files. The different containers or formats don't have a direct connection to quality.
